<br /> STAFF REPORT <br />DATE: February 17, 2026 <br /> CONSENT <br /> <br />TO: Mayor and Councilmembers <br />FROM: Jennifer Doyle, Administrative Services Director and Dustin Kalis, Fire Chief <br />AGENDA ITEM: Approve Full Time Firefighter <br /> <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br />BACKGROUND: <br />Firefighter Talcott resigned February 3, 2026, creating an open Full Time Firefighter position. <br /> <br />Five Paid On Call Firefighters submitted letters of intent and interviews were conducted <br />February 12th. Fire Chief Kalis and Assistant Fire Chief Svoboda are recommending Issaih “Ike” <br />Allickson as the preferred candidate to fill this position. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve Issaih Allickson to be hired as Full Time Firefighter? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />The recommendation is to hire Issaih Allickson with pay rate at grade 5, step 2 and earn <br />Vacation at the rate of 8 years government experience. <br /> <br />Ike has 8 years of Fire Service including 3 years at Lake Elmo as a Paid On Call and is qualified <br />as a Fire Apparatus Operator. <br /> <br />FISCAL IMPACT: <br />This position has been included in the 2026 budget. <br /> <br />RECOMMENDATION: <br />If removed from the consent agenda: <br />“Motion to approve hiring Issaih Allickson with salary grade 5 step 2 and PTO accrual <br />at 8 years.” <br /> <br />ATTACHMENTS: <br />None
