The improvements in all three areas include a full depth reclamation of the street pavement section, with <br />new bituminous pavement and installation of concrete curb and gutter. Storm sewer maintenance items are <br />included in the scope including cleanup of outlet pipes, ditch grading, draintile installation, extension of <br />storm sewer pipe, and replacement of drainage structures. No street widening or geometric changes are <br />planned. “No Parking” signage will be installed in accordance with the City’s Parking Restriction Guidance <br />Policy as presented to the City Council in the approved plans and specifications. <br />Contractor bids were received and opened electronically on February 5, 2026. The City received eight bids <br />for this project, with McNamara Contracting, Inc. providing the lowest bid in the amount of $1,570,583.60. <br />Following review and verification of the bid tabulations, the City Engineer and Design Engineer are <br />recommending that the City Council award the contract to the lowest responsible bidder, McNamara <br />Contracting, Inc., as outlined in the attached letter. <br />As part of this contract award, staff is also requesting Council to authorize the City Administrator to enter <br />into a construction material testing contract for the project construction phase services in the not-to-exceed <br />amount of $30,000. Staff will be receiving proposals from both Braun Intertec and AET. <br />FISCAL IMPACT: Approval of this resolution commits the City to enter into a construction contract for <br />the project. The estimated post-bid project cost is $2,145,500 based on bids received compared to the <br />feasibility estimate of $2,392,000. Competitive bids received and lowering project contingencies to 5% for <br />unforeseen conditions incurred during construction account for the decreased project cost. The final <br />assessment calculations will be updated at the end of the project when final project costs are known. The <br />City Council will have the opportunity to adjust the assessment amounts according to the known costs this <br />fall to reflect any savings realized on the project. Please refer to the attached project costs and financing <br />spreadsheet which details how the project will be funded. <br />OPTIONS: <br />Accept the Bids and Award a Contract to McNamara Contracting, Inc. <br />Do not move forward with this project <br />RECOMMENDATION: Staff is recommending the City Council approve a Resolution Accepting Bids <br />and Awarding a Contract to McNamara Contracting, Inc. for the bid amount of $1,570,583.60 for the 2026 <br />Street Improvements. The Recommended motion is as follows: <br />Motion to approve Resolution No. 2026-013, Accepting Bids and Awarding a Contract to McNamara <br />Contracting, Inc., for the bid amount of $1,570,583.60 for the 2026 Street Improvements. <br />Staff is also recommending the City Council authorize the City Administrator to enter into a material testing <br />contract for the project construction phase services in the not-to-exceed amount of $30,000.
