<br /> STAFF REPORT <br />DATE: 2/17/2026 <br /> REGULAR <br /> <br />TO: Lake Elmo EDA <br />FROM: Ashley Monterusso, City Planner <br /> Jason Stopa, Community Development Director <br />AGENDA ITEM: Election of EDA Officers <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br />BACKGROUND <br />Minnesota state statute 469.096 requires that the EDA to elect a Chair/President, Vice <br />Chair/Vice President, treasurer, assistant treasurer and a secretary. <br />The offices of secretary and assistant treasurer need not be held by a commissioner, and because <br />staff take meeting minutes we recommend that Ashley Monterusso be officially named the <br />secretary and Jason Stopa, the assistant treasurer. Staff recommend that the treasurer position be <br />held by the President or Vice-President which is permitted per statute. <br />ISSUE BEFORE THE COMMISSION <br />Nominate and elect officers: <br />1. Chair/President <br />2. Vice Chair/Vice President <br />3. Treasurer (can be the same as President/Vice President) <br />4. Secretary <br />5.
