STAFF REPORT <br />DATE: February 17, 2026 <br /> REGULAR <br /> <br /> <br />TO: Lake Elmo EDA <br />FROM: Ashley Monterusso, City Planner & Jason Stopa, Community <br />Development Director <br />AGENDA ITEM: Former Fire Station and Parks Building Update <br /> <br />CORE STRATEGIES: <br /> <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future <br />☒ Managed Growth ☒ Resilient Infrastructure <br /> <br />BACKGROUND <br />This is a staff report to communicate updates on progress for the Fire Station and Parks Building <br />project. <br />DETAILS AND ANALYSIS: <br /> <br />Fire Station and Parks Property: The 2026 EDA Workplan lists “Complete Purchase Agreement <br />for Former Fire Station and Parks Building” and “explore brownfield grants for any environmental <br />cleanup necessary” as items for Q1. This report is for <br /> <br />Environmental Assessment: <br />• Phase I Environmental Assessment is complete <br />• Phase II is complete. <br />• City applied for and received funding from the CDA to cover additional testing using <br />their remaining Brownfield’s grant funds. <br />• If there are additional cleanup activities, they will be transferred to new property <br />owners. <br /> <br />Minor Subdivision: <br />• Staff are processing a minor subdivision for the property. It went to Planning <br />Commission on 2/9 and will be recommended for approval at CC meeting on 3/3. <br /> <br />Purchase Agreement: <br />• City received appraisal on property, not public data. <br />• City Council will hold a closed session to discuss the negotiation and purchase and <br />development agreement on 2/17/2026. <br /> <br />ATTACHMENTS: None
