Review <br />• Review City of Lake Elmo’s job classification and compensation <br />system, which includes: <br />o Job descriptions <br />o Job ratings/points <br />o FLSA exempt status <br />o Current classification and compensation system and <br />structure <br />o Pay equity report <br />o Other governing documents (e.g., labor contracts, <br />ordinances) <br />0-6 <br />Weeks <br />Introduction <br />• Draft execution guides and proposed responses for management <br />to frequently asked questions (FAQs) about the update <br />• Draft communications to employees describing the <br />classification and compensation update <br />0-6 <br />Weeks <br />B. Job Analysis and Evaluation Updating <br />• Internal and Firm review of job descriptions <br />• Update job descriptions and/or job evaluation points that <br />measure skill, effort, responsibility, working conditions, and <br />other relevant work-related criteria for each job <br />2-8 <br />Weeks <br />C. Market Survey and Analysis <br />• Establish market entities and sources based on statistical <br />analysis and market selection questionnaire to City of Lake <br />Elmo <br />• Determine benchmark jobs to compare <br />• Draft market survey for entities to complete and submit <br />• Compile, review and analyze market compensation data for all <br />job classifications from market survey sources, such as League <br />of Minnesota Cities salary survey, including: <br />o Wages: base pay, pay structure, longevity pay <br />o Health and Dental Insurance: employer contributions <br />o Specialty pay: Call Back Pay and On-Call Pay <br />o PTO and Vacation <br />o Additional wage or benefit items for additional cost <br />• Draft market comparison data spreadsheets in Excel and <br />discuss with City of Lake Elmo’s management <br />6-12 <br />Weeks
