<br /> STAFF REPORT <br /> DATE: March 10, 2026 <br /> DISCUSSION <br /> <br />TO: Mayor and Councilmembers <br />FROM: Jason Stopa, Community Development Director & Ashley Monterusso, City Planner <br />AGENDA ITEM: Guidance on City Owned 180-acres <br /> <br /> <br />CORE STRATEGIES: <br /> ☒ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services ☒ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future ☒ Managed Growth ☒ Resilient Infrastructure <br /> <br />BACKGROUND: The City recently conducted a Technical Assistance Panel (TAP) with Urban Land <br />Institute (ULI). As the City continues moving forward with the development of 180-acres, staff would like <br />to request guidance on the next steps in the process. <br /> <br />AREAS FOR GUIDANCE FROM COUNCIL: <br /> <br />Generally <br />The TAP Report explores a development framework to allow flexibility through a phasing solution that <br />should support the site build-out. The phasing begins with Parcel 1, as it is the area most market-ready <br />with sewer access available at the site. Staff recommend phasing out development as outlined in the <br />TAP Report, beginning with marketing and selling Parcel 1. Does council support this phasing? <br /> <br />Sewer Connection <br />Community Development plans to begin working with Engineering to determine sewer connection costs <br />and initiate a plan for connecting sewer to the remainder of the site this Spring. The TAP Report <br />considers this approach “low/mid” level of effort from the City. Does Council support beginning work? <br /> <br />Hiring a Broker <br />Staff recommend hiring a commercial broker for Parcel 1 to obtain a broker price opinion and to field <br />interest in the property. Staff have already begun speaking to brokers. One recommendation that has <br />come out of preliminary discussions is that the property is marketed as being rail adjacent/accessible. A <br />commercial broker typically will take 2-3% commission. The TAP report considers this a “low effort” level <br />of effort by the City. Does council support moving forward with this approach? <br /> <br />AUAR <br />Ahead of expiration of previous AUAR on site, staff would like to work with consultants to renew the <br />AUAR at the 180 acres. Renewing the AUAR before it expires may prevent costly updates to the study <br />later and could prevent costly development delays. Does the council support renewing the AUAR on the <br />City owned property at Ideal Ave and Stillwater Blvd? <br /> <br />Community Engagement Process
