which at the moment is more about revenue sufficiency. The Stormwater Fund does not have <br />sufficient revenues to fund the entirety of stormwater projects related to streets. It could, <br />however, sustain some smaller transfers to street projects in coming years if Council decides <br />this is appropriate and future fee increases are implemented. <br />Steps Moving Forward: <br />Review impacts to fund balance if using Stormwater Funds on street projects. How <br />much might we be able to move out of the fund each year? Early estimates are <br />between $200,000 to $750,000 within 10 years, depending on Council goals regarding <br />which capital improvements they would like the Stormwater Fund to pay for and longer- <br />term cash needs in the fund. <br />Review stormwater fee structure and determine if changes are appropriate at this time <br />(Bolton & Menk review pending discussion). Any change in fee structure will inform the <br />utility study moving forward. <br />Increase stormwater revenues over a 10-year period with the goal of covering all <br />expenses, including depreciation. This will likely be a combination of increasing the flat <br />rate and revising the fee structure. <br />Continue increasing revenues after that to maintain that 1:1 ratio of revenues to <br />expenses including depreciation. <br />Review Fixed Asset inventory and revise as possible to clearly reflect total stormwater <br />improvements and depreciation. <br />Review depreciation methodology. <br />Determine which portions of a Street Improvement project are Stormwater <br />Improvements. <br />o Stormwater structures? Curb and gutter? Ribbon curb? What portion of <br />grading? <br />o Estimate overall average of stormwater expenses within street improvement <br />projects within the CIP, and/or <br />o Direct Engineering to segregate those stormwater improvements in future drafts <br />of the Street CIP? <br />In future updates of the utility study model what level of stormwater fees might be <br />necessary to cover additional street-related stormwater investments. <br />Staff will incorporate any direction from the Council into the ongoing utility study and future <br />drafts of the Capital Improvement Plan. <br />Other Stormwater issues discussed at 3/3 meeting; <br />Review the Stormwater Credit program and Appeals process – This would be addressed <br />by Bolton & Menk’s review, some discussion w/ staff, and review by the City Attorney. <br />Review HOA stormwater maintenance agreements policy – Bolton & Menk are providing <br />an estimate to add this to their review. <br />ISSUE BEFORE CITY COUNCIL : <br />Does the City Council wish to provide different direction to staff for implementation of any of <br />our current studies, fees, capital planning, or project funding streams?
