STAFF REPORT <br />DATE:March 10, 2026 <br />WORKSHOP DISCUSSION <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator & Clark Schroeder, Special Projects Manager <br />AGENDA ITEM: Agenda Procedures Discussion <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: At the February 17, 2026 City Council meeting, Councilmember Dragisich requested <br />a discussion of the agenda procedures be added to the next workshop. The City Council expressed <br />unanimous support for adding this item. <br />ISSUE BEFORE COUNCIL: Does the City Council wish to amend the City Code regarding Agenda <br />Procedures? <br />PROPOSAL DETAILS/ANALYSIS: <br />How staff prioritizes work- <br />City staff uses our draft future agenda tracker (which is included in the city council packets) as a way to <br />prioritize work. Staff first focuses on advancing the goals and strategic priorities adopted by the policy <br />setting City Council during their biennial goal setting. Staff also adds operational and statutory <br />responsibilities that are essential to maintaining day-to-day service delivery. The future agenda tracker <br />changes frequently to balance priorities, staff workload and meeting length. <br />The City Administrator and Mayor routinely meet to review future agenda items. <br />When new items are added to the agenda by consensus of the council, beginning the discussion at a <br />workshop is the most effective approach. The purpose of the workshop is to allow for open discussion, <br />brainstorming and clarification of objectives and scope before formal action is considered. The workshop <br />is also when staff will deliver the research and information to aide in the discussion. Staff naturally need <br />time to research, draft and prepare agenda topics Council wishes to explore. <br />As discussed during goal setting the City Council and staff shared what they expect from each other. <br />Staff requests clear/direct expectations, collaboration and resources to meet council expectations and the <br />City Council expects staff to think critically, provide research/data, and conduct analysis of problem/issues, <br />etc. <br />The current ordinance was developed during of period of a less cooperative council. While the current <br />council might feel they don’t require the impediments stated in the ordinance, that does not mean that future <br />councils will be as accommodating. The ordinance should be able to function for both types of councils.
