Crystal -New Business. Any Council member may bring an item up for discussion during the <br />New Business portion of the standing work session. Crystal has a work session before each <br />council meeting. Discussion on each item is limited to three minutes. Upon the agreement of a <br />minimum of two Council Members, the item may be added to the agenda for further discussion <br />at the next regular work session, or as soon as reasonably possible. Upon the agreement of a <br />minimum of three Council Members, the item may be added to the next Council meeting <br />agenda. <br />White Bear Lake -The mayor or a councilmember can request items be added to the regular <br />agenda before it’s adopted. If an item is added councilmembers understand that if they want <br />something added that night that it’s likely going under “Discussion” as there would be no memo <br />nor staff time to prepare to present the agenda item. <br />Ramsey -. Generally it takes two members (even the mayor gets a second person) to add an <br />item. The idea behind it is that generates enough interest to direct staff time towards the <br />topic. In the case of work session discussion items, there is some prep work done by staff in <br />addition to what the councilmember provides. It goes for discussion for further direction on the <br />matter. <br />Little Canada-No formal process, informal process is it takes two councilmembers, preference <br />is to go to workshop first, but that doesn’t always happen. <br />Isanti -Two councilmembers or Mayor to add to the regular council agenda <br />Moundsview -Takes two councilmembers and goes to workshop first. <br />Andove r-Workshop agenda has item “Future agenda item requests” Councilmembers bring up <br />topic and if the majority of the council agree, then it moves to an upcoming workshop to allow <br />staff time to gather information for discussion. <br />Roseville -Councilmembers and Commissioners are encouraged to introduce new items including <br />background information and supporting materials for discussion and possible action. <br />Councilmembers and Commissioners have the right to place items on the agenda as follows: <br />1.A Councilmember or Commissioner may, at a meeting, request that an item b e placed <br />on a future agenda, or; <br />2.A Councilmember or Commissioner m a y make a request for an agenda item outside <br />of a meeting b y submitting an email request to the city manager or staff liaison, no <br />later than noon of the Wednesday preceding the meeting. <br />An agenda item submitted per 1 or 2 above will be included on the agenda for the next <br />meeting under the heading “Council (or Commission) Direction on Councilmember ( o r <br />C o m m i s s i o n e r ) Initiated Agenda Items” at which time the Council, (or Commission) on <br />consideration of any preliminary material provided by the initiating Councilmember (or <br />Commissioner) for inclusion in the meeting packet, will by motion provide direction as to <br />whether, how, and when the agenda item will be taken up at a subsequent meeting, or; <br />Additionally,a Councilmember (or Commissioner)m a y request the addition of an agenda item at <br />the same meeting at which the item is proposed to be addressed.However,the addition of s u c h <br />an agenda item shall require the approval of a majority of the Councilmembers (or
