The City’s mowing <br />contract includes weekly mowing and trimming of approximately 70 acres. Each year the mowing season, <br />typically runs from April 15 through October 15. These services encompass a variety of areas, including city <br />parks, auxiliary yards adjoining municipal buildings, gateway signs, well houses, lift stations, and roadway <br />boulevards. <br />Continuing this approach enables Public Works staff to focus on other areas of expertise as the City continues to <br />grow. Contracting out lawn care services will result in a higher quality level of maintenance for the City’s parks <br />and facilities, without the need for full-time personnel dedicated to daily mowing or the additional costs <br />associated with equipment acquisition, fuel, and maintenance. <br />ISSUE BEFORE COUNCIL: <br />Would the City like to contract out the mowing services to Pioneer Landscaping LLC? <br />PROPOSAL DETAILS/ANALYSIS: <br />The city submitted an RFP for mowing service in March of 2026 and received 8 bids. The scope of work included <br />providing labor, equipment and affiliated material for lawn maintenance to 47 city owned properties <br />(approximately 26 weeks) for the 2026-2028 growing seasons. <br />The city’s previous contract was Duddeck’s Property Maintenance who provided service to the city from 2022- <br />2025. The contract in 2022 cost approximately $4722.48 per week. Each year the city saw an increase in city <br />property, including parcels and additional acres. Rates for additional acres during the contact are calculated <br />down to the acre based off the contractors initial bid on the contract. Since 2022 we have seen an increase in <br />approximately 10 acres of city property.
