PLANNING COMMISSION: <br />The Planning Commission has recommended approval of the request with the recommended findings and <br />condition with the criteria that the developer remove the flexibility for the bituminous trail and replace it with <br />the standard traditional sidewalk and that the developer call out the exact lots that would require the 40% <br />impervious surface maximum. (Vote 6-0). Below is an analysis of the Planning Commission recommendation: <br />Staff finds the Planning Commission recommendation on impervious surface may create enforcement issues <br />down the road as the developer is not the builder so they may not be able to correctly identify the exact <br />impervious surface of lots without knowing the home designs at this stage in development. This request may <br />also generate confusion and complaints if there are different standards on the same lot type for residents as <br />they add improvements in the future (patio, pool, etc.). The impervious standard was amended in 2024 to be <br />considered per lot as opposed to the entire development. The proposed development meets the previous <br />standard of 25% for the entire development. The standard was changed because reviewing permits for decks, <br />additions, etc. was difficult to calculate without a per lot standard. Staff plan to address this through <br />housekeeping to have both an overall and per lot standard. <br /> <br />Staff finds the Planning Commission recommendation to require concrete sidewalks will be consistent with <br />other developments in the city. The developer is proposing adequate bituminous trail length and connectivity. A <br />6’ wide trail will also reduce the overall site impervious surface. <br /> <br />OPTIONS: <br />Approve the preliminary plat and OP PUD; or <br />Approve the preliminary plat and OP PUD with Conditions; or <br />Deny the preliminary plat and OP PUD. <br /> <br />RECOMMENDATION: <br />Based on the above review, City staff find the proposal to be generally in line with the City’s adopted ordinances <br />and policies. Staff is therefore recommending conditional approval. Example Motion: <br />“Move to approve Resolution 2026-_____ approving the preliminary plat and PUD requested by Twin Cities <br />Land Development on the subject property based on the findings of fact and recommended conditions of <br />approval listed in the staff report.” <br />AND <br />““Move to approve Ordinance 2026-___ PUD Ordinance approving the requests for Granvia Preserve based on <br />the findings of fact and recommended conditions of approval listed in the staff report.” <br />AND <br />“Move to approve Resolution 2026-___ approving a summary of publication for Ordinance 2026-_____” <br />
