The City of Lake Elmo Administration team keeps the organization running smoothly, transparently, and
responsibly—supporting elected officials, staff, and the community every step of the way.
We coordinate City Council operations by preparing agenda packets, advancing strategic priorities,
and tracking progress toward shared goals, while overseeing daily operations to ensure efficient
service delivery. We manage essential civic functions including elections and city licensing—liquor,
garbage hauling, cannabis, and more—and serve as stewards of public records in compliance with
state retention laws, responding to data requests from departments and residents.
Our team also supports city employees through recruitment, retention, payroll, benefits, policy
development, safety, wellness, and training.
The City employs a part-time Special Projects Manager who provides strategic support on high-priority
and long-range initiatives. In 2025, this role advanced key community development efforts, supported
regional collaboration on environmental and water sustainability, and contributed to multi-jurisdictional
initiatives focused on long-term infrastructure and environmental stewardship. The position works
closely with regional partners, legal teams, and oversight groups to help guide complex projects that
have lasting impact on the community and surrounding area.
Finally, we serve as a central communication hub—delivering timely, accurate information to build trust,
promote transparency, and keep our community informed.
Administrative Department
City of Lake Elmo
To deliver excellence in municipal operations
through integrity, transparency, and
accountability, ensuring seamless support for
elected officials, empowering staff, and
providing responsive, high-quality service to
the community.
Mission
What We Do
07LAKE E L M O A N N U A L R E P O R T | 2 0 2 5
City Administrator(1 FTE)
City Clerk(1 FTE)
Administrative ServicesDirector
Admin AssistantPW/Fire (1 FTE)
Administration Organizational Chart
CommunicationsCoordinator(1 FTE)
Special ProjectsManager
