STAFF REPORT <br />DATE: 4/7/2026 <br />REGULAR <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: Agenda Procedures <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☒ Responsive, transparent, adaptive governance <br /> ☐ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />At the March 10th workshop, council discussed the current ordinance that governs how the city council can add <br />items to upcoming regular meeting agendas, or for the current regular meeting. During the prior meeting <br />council discussed the following changes: <br />Council may add items to current agenda with a 4/5th vote during the adoption of the agenda. Items <br />added to the agenda during a meeting are for discussion only, no action can take place on these topics. <br />Council may add items to the next available meeting agenda (not necessarily a workshop) with a simple <br />majority vote. <br />More direction from the City Council is requested on desired timeline to allow for staff to research, <br />analyze, for recommendation and provide staff memo. <br />It should be noted that there is a process identified for special meetings and emergency meetings. The city code <br />related to these types of meetings are attached to this memo. <br />ISSUE BEFORE COUNCIL: <br />The current ordinance, Order of business at regular meetings, ( 3.08.040) directs new agenda items to be <br />brought to the next scheduled workshop to discuss. This helps staff ascertain council intent and scope of the <br />new agenda topic. Staff come away with guidance and the ability to research and draft recommendations for <br />council consideration at a future regular meeting. Issue before council is, should council change the current <br />ordinance and how to change it. <br />PROPOSAL DETAILS/ANALYSIS: <br />When new items are added to the agenda by consensus of the council, beginning the discussion at a workshop <br />has been found to be the most effective approach. The purpose of the workshop is to allow for open discussion, <br />brainstorming, and clarification of objectives and scope before formal action is considered. The workshop is also
