<br />LA515\1\1085284.v1 <br />Request for Proposals <br />The City of Lake Elmo is requesting proposals from qualified professionals interested in <br />developing a master plan for a central park with sports facilities in the City of Lake Elmo, <br />Minnesota. Preference will be given to professionals with experience and success <br />in multi-use sports complex/facility planning from concept to implementation. <br />1. Project Summary <br />The City of Lake Elmo plans to construct a central park with sports facilities for the City’s <br />newly acquired property (Washington County PIDs: 1502921420012 and <br />1502921410001). The property is approximately 76 acres and is nestled between two <br />established parks, the Lake Elmo Park Reserve to the South and Sunfish Lake Park to <br />the North. The City completed a Parks Master Plan in 2024 and conducted stakeholder <br />interviews with local sports associations and identified a need for a Community Athletic <br />Park to support baseball and softball. The City’s 2040 Comprehensive Plan identifies a <br />need for a Community Park/Sports Complex to offer significant or unique uses that <br />benefit all City residents. While the City initially planned to build a sports complex to <br />meet the identified need of the addition of regulation sized baseball/softball fields and <br />facilities, it has since purchased a large property that will serve as the City’s central <br />park. With that, the City is seeking a comprehensive proposal to develop a master plan <br />that addresses a broad range of work areas and project needs including, but not limited <br />to, a range of scenarios at the site with financial analysis for each, community <br />engagement, development recommendations with phasing options, and a long term <br />park management plan. <br />a. Scope of Work and Project Goals <br />The City seeks to develop a plan for a master plan for the City’s newly acquired central <br />park. The plan will serve as a guide for developing the site to include baseball/softball, <br />soccer, and possibly other sports amenities. Other features identified in the Parks <br />Master Plan (2024), the City’s 2040 Comprehensive Plan, and during community <br />engagement should be considered and evaluated including analysis of appropriate <br />revenue generating scenarios. <br /> <br />Task 1a: Analysis of sports facilities scenarios for the park (including programming and <br />spacing needs) and including financial analysis. The analysis for multiple scenarios <br />should include revenue projections, expenses, cost estimates, market analysis, <br />economic impact analysis, and long-term maintenance and a replacement plan. <br /> <br />The primary focus of the plan is to determine the type of sports complex to be <br />constructed. This will include baseball/softball fields and soccer fields consolidated on <br />one site. The scenarios should include: <br />• Number of baseball/softball and soccer fields
