Evaluation Criteria <br />Proposals will be evaluated by the City based on the following criteria: <br />• Overall experience and qualifications of the proposer <br /> <br />• The proposer’s identified approach and methodology for the project <br />o Overall alignment to Lake Elmo’s Parks Master Plan (2024) and <br />Lake Elmo 2040 Comprehensive Plan <br /> <br />• Community Engagement plan <br />• Timeline: The proposer’s ability to complete the work in the designated time period <br />• Proposer’s compensation/cost proposal <br />4. Proposal Selection <br />This RFP does not commit the City to enter a contract, nor does it obligate the City to <br />pay for any costs incurred in preparation and submission of proposals or in anticipation <br />of a contract. The City reserves the right, without qualification, to: <br />• Select any proposal when such action is considered to be in the best interest of <br />the City. <br />• Reject any and all proposals or parts of proposals <br />• Issue subsequent requests for proposals. <br />• Approve or disapprove the proposer’s use of particular subcontractors. <br />• Accept a proposal that is not the lowest price. <br />• Exercise discretion and apply its judgment with respect to selection of any <br />proposals submitted. <br />• Waive informalities and irregularities in the proposals <br />5. Contract Terms and Conditions <br />The contents of this Request for Proposals will become contractual obligations if a <br />contract ensues. Failure of the selected proposer to accept any of the following <br />contractual obligations and any other obligations set forth in this Request for Proposals <br />may result in the City not entering a contract with the proposer and selecting an alternative <br />proposer. In the contract provisions below, the proposer is referred to as the “Contractor.”
