Stormwater Utility Code Review <br />Appeals Process <br />Appeals Process <br />•Current process is for appeals to be heard once a year by the City Council. <br />•State law does not require an appeals process for Stormwater Utility charges <br />(Mn Stat. 444.075). <br />•Stormwater Utility fees are considered administrative, service-based charges <br />rather than determinations that trigger formal appeal rights. <br />•Best practice perspective is for the city to provide some mechanism to correct <br />errors. <br />•Look into a Staff-level administrative process.
