STAFF REPORT
DATE: 5/5/2026
Regular Agenda
TO: Mayor and Councilmembers
FROM: Nicole Miller, City Administrator
PRESENTATION BY: Alec Vice, Director of Account Management, Polco
REVIEWED BY: Jason Stopa, Community Development Director & Ashley Monterusso, City Planner
AGENDA ITEM: Polco Contract for Community Engagement Subscription
CORE STRATEGIES:
☒ Vibrant, inclusive, connected community
☒ Responsive, transparent, adaptive governance
☐ Managed Growth
☒ Efficient, reliable, innovative services
☒ Balanced Finances now and future
☐ Resilient Infrastructure
BACKGROUND:
In the past the City Council has expressed interest in gathering community feedback via a statically
sound survey. This discussion occurred during conversations regarding the 76 acre park location.
National Community Survey (NCS) by Polco is a tool that the community can use to gather information
from their community on the 10 facets of livability along with creating custom questions. The module
includes comparisons to our National Benchmarks, and demographic and geographic comparisons
Polco uses a scientific methodology to ensure a statistically sound survey. By selecting their software
as a tool for staff, the City will also have access to the larger Polco platform which includes the option to
create additional surveys for other projects that staff is working toward (76 acre park, developing the
City 180 acres, etc.). Moving forward with Polco will allow staff to market this to our community as the
City’s survey tool which creates consistency and helps mitigate confusion. Users can also create
accounts and become notified when surveys go live.
ISSUE BEFORE COUNCIL:
Does the City Council approve of the proposal from Polco?
PROPOSAL DETAILS/ANALYSIS:
In response to City Council’s request for statistically significant community engagement tools,Staff
solicited quotes for such services/tools.Quotes and scopes of work were received from Polco and Morris-
Leatherman.
Polco Morris-Leatherman
Survey sample size 3,000 households 400 households
Number of surveys 1 benchmark survey +All Polco
Engage features are available
1 benchmark survey
