216 4th Street N, Stillwater, MN 55082 <br />651-430-8800 <br />www.ci.stillwater.mn.us <br />CITY OF STILLWATER PURCHASING POLICY <br />March 1, 2022 <br />December 16, 2025 <br />1 POLICY. <br />1.1 The City of Stillwater budget, as adopted for each year, allocates funds for the <br />purchase of supplies, goods and services, contractual and consulting services, <br />other services and capital outlay items. Requests cannot be made for items out- <br />side the budget except under special circumstances. These special <br />circumstances will have to be approved by the City Council upon <br />recommendation of the City Administrator. The Purchasing Agent is the City <br />Administrator. <br />1.2 All budgeted Capital Outlay purchases in excess of $50,000 must be approved <br />by the City Council prior to purchase. All budgeted Capital Outlay purchases <br />up to $50,000 must be preapproved by the City Administrator. Any item <br />changes listed in the approved Capital Outlay Budget must be authorized by <br />the City Council. <br />Capital Outlay purchases consist of all assets with a cost of more than $5,000 <br />$10,000 that have a useful life of greater than five (5) years. Bulk purchases of <br />individual items purchased together with an aggregate value of $50,000 or <br />more will be capitalized regardless of the per unit threshold. <br />1.3 All budgeted purchases shall be submitted for review by the City Council. and <br />provided in the regular meeting packets. <br />1.4 All purchases and charges must be approved for payment by the appropriate <br />Department Head or designee. <br />2 DEPARTMENTS AFFECTED: <br />All Departments.
