consider the operational and physical characteristics of the proposed use or activity in question. In <br />addition, the planning director shall consider the specific requirements of the use in common with those <br />included as permitted or conditional uses in the zoning district. Where a question or conflict arises as to <br />the appropriateness or compatibility of a proposed use or activity, the planning director shall refer the <br />matter to the planning commission.
