Landscape Architect (Summary of Memo dated April 24, 2026) <br />1. The tree preservation plan must be updated to show the following: <br />a. All areas to be graded and the limits of land disturbance. <br />b. Trees to be preserved and protected need to be shown at the size of their critical root zone (CRZ) and <br />tree protection fencing must be shown and installed outside of the CRZ. <br />c. Removals must be classified separately by Evergreen, Hardwood, and Common trees. <br />2. Landscape plans must be revised to include the following: <br />a. Add Lake Elmo’s City Standard tree planting details and standard landscape notes. <br />b. Show the location of a topsoil stockpile. <br />c. Confirm that the trees will be planted ten feet away from utilities and not within drainage and utility <br />easements. <br /> <br /> City Engineer (Summary of Memo dated April 27, 2026) <br />1. The applicant must submit the following documentation: <br />a. A complete Stormwater Management Plan in accordance with State, Watershed, and City rules must be <br />submitted for further staff review and approval. Soil borings must be submitted in accordance with the <br />City Engineering Design Standards Manual. <br />b. Traffic Impact Study to determine if turn lane improvements are needed. <br />c. Proposed Building Height to peak of roof. <br />d. Show whether buildings will be equipped with Fire Suppression Systems. <br />e. Plans and specifications must be prepared in accordance with the City Engineering Design Standards <br />Manual, using City standard details, plan notes, and specifications. <br />2. No construction may begin until the applicant has received City Engineer approval for the Final Site Plans. A <br />preconstruction meeting must be held by the City’s engineering department. <br />3. Secondary access may be required. Minimum access road width is 26-feet and is not met. If the applicant is <br />proposing 8980 Hudson as a secondary access, then travel lane widths must be submitted with access easements <br />from the owner of the property. <br />4. The applicant will be required to execute and record a Stormwater Maintenance and Easement Agreement. <br />5. Site plan revisions are required to relocate the underground filtration basin to eliminate any encroachments into <br />the City’s water/sanitary sewer utility easements. <br />6. Fire hydrants must be installed and will remain City owned and maintained. Easements over all watermain and <br />fire hydrants must be provided. <br />7. Sanitary sewer and watermain profile plan sheets must be submitted to demonstrate the existing and proposed <br />grades over the utility systems. <br />8. Landscape plans must be revised to eliminate all City water/sanitary sewer utility easement encroachments. <br /> <br />Fire Department (Summary of Memo dated April 27, 2026) <br />1. Roads and drive lanes shall meet the Fire Department requirements for widths and turning radiuses. <br />2. Two fire apparatus access roads shall be required and always maintained. <br />3. Project construction phasing shall accommodate emergency access. Phasing plan to be approved by FD prior to <br />construction. <br />4. Approved signage and marking plan shall be determined for No Parking and Fire Lane access roads. An exterior <br />door numbering system shall be utilized. <br />5. Fire hydrants and watermains shall be provided in approved locations. <br />6. Building address numbers shall be plainly visible from the street. <br />7. A fire sprinkler system, fire alarm system, emergency responder radio coverage amplifier, Knox rapid access <br />lockbox, and KNOX locking FD Connection Caps shall be installed. <br />8. All gates shall be accompanied by either a KNOX lock or KNOX gate control switch. <br />9. Parking areas shall be capable of supporting the imposed load of fire apparatus weighing up to 75,000 pounds. <br />10. Locations of all EV charging stations shall be reviewed and installed in approved locations. <br />
