b. 50 ft. required in MDR (42 ft. minimum area requested in concept B) <br />Anticipated interior (10 ft.) and corner (15 ft.) side yard setback flexibility needed based on reduced lot width. <br />Staff are generally not supportive of front-loaded single-family lots which are not meeting applicable lot widths <br />and side yard setbacks. <br />PUD Flexibility - Attached townhome conformance (concept A only): <br />Single-family attached dwellings (townhomes) are a permitted use in the MDR district. The MDR district has <br />specific standards that townhomes must meet. The concept generally meets the requirements in the Zoning <br />Ordinance, except: <br />• Eight townhomes are shown without frontage on a public street, this requires a conditional use permit <br />or PUD approval. <br />• Lot area for each townhome is shown as 26 ft. by 50 ft., for a square footage of 1,300 sq. ft. where 1,750 <br />sq. ft. is required in the MDR district. <br />Utilities: <br />The City Engineering department has reviewed the project and provided the memo dated May 15, 2026. Key <br />comments from the review are listed below: <br />• Water <br />o A public watermain connection is required. Watermain looping will be required within the <br />development. <br />o An east-west connection is required to connect Lake Elmo Avenue and Keats Avenue. The <br />alignment of a watermain line is not shown and will be required on any future plans. The <br />developer is responsible for this connection. <br />o A feasibility study, modeling and design is required for the offsite public watermain <br />improvements and is recommended prior to development plan submittal. <br />• Sewer <br />o Sewer capacity is generally available and would be required. Sewer service for this development <br />would come from two different interceptors depending on location. The developer is responsible <br />for these connections. <br />o A feasibility study is recommended for offsite public sanitary sewer improvements prior to <br />development plan submittal. <br />Streets and Access: <br />As a non-contiguous development to other developed areas, street connections are not readily available and, <br />except for the general alignment of 5th Street N., have not been previously planned. The City Engineering <br />department has reviewed the project and provided the memo dated May 15, 2026. Key comments from the <br />review are listed below:
