During the 2025 public feedback and community <br />engagement process for the Phase 1 Old Village Gardens project, residents expressed a desire for additional shade trees <br />along the east side of Lake Elmo Avenue. Due to budget limitations, the trees were not included in the 2025 project <br />scope. However, based on community interest and support, the tree planting improvements were identified for future <br />implementation in 2026. <br />ISSUE BEFORE COUNCIL: <br />Whether the City supports adding the shade trees and moving forward with HKGi’s scope of work proposal. <br />PROPOSAL DETAILS/ANALYSIS: <br />HKGi has submitted a proposal to continue providing professional services for streetscape improvements along Lake <br />Elmo Avenue under the Old Village Gardens Phase 2 project. This work builds on the Phase 1 improvements completed <br />in 2025. During the 2025 community engagement process for Phase 1, residents identified a desire for additional shade <br />trees along the east side of Lake Elmo Avenue. While these improvements were not included in the 2025 construction <br />budget, they were documented as a future phase of work, with implementation planned for 2026. The proposed scope <br />of services includes project start-up coordination, preparation of construction documents, assistance with contractor <br />selection, and construction administration services.
