STAFF REPORT <br />DATE: 06/02/2026 <br />REGULAR <br />TO: Mayor and Councilmembers <br />FROM: Adam Swanepoel – Assistant Public Works Director <br />AGENDA ITEM: Lions Park Master plan <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☒ Responsive, transparent, adaptive governance☒ <br />☐ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />Updates at Lions Park are needed to address deterioration of the pickleball courts and the parks concession <br />stand. Staff begin seeking repairs for these items and the Parks Commission recommended following the current <br />Parks Master Plan to address an individual master plan for Lions Park. <br />Staff presented a draft scope of work and project expectations for the Lions Park Master Plan at the April and <br />May 2026 meetings to the Parks Commission. Commissioners expressed a desire to make a project scope to <br />place emphasis on the long-term vision and future role of Lions Park within the community. In particular, the <br />Commission requested that the master planning process more directly align with the recommendations outlined <br />in the 2024 Parks Master Plan, which identifies the area as a potential “destination community park” intended <br />to serve both local residents, regional visitors and host larger gatherings. <br />The Parks Commission voted in favor of moving forward with the scope of work on a vote of 6-1. <br />ISSUE BEFORE COUNCIL: <br />Would City Council like to seek a Lions Park Master Plan based off the current project scope? <br />PROPOSAL DETAILS/ANALYSIS: <br />The City is initiating the development of a Master Plan for Lions Park to guide the park’s long-term vision. This <br />will ensure community engagement and needs while taking into consideration future down <br />town development. While the park is undergoing improvements to include a new playground, its important to <br />include how future improvements can link all amenities together even in a small area like Lions Park. <br />City staff will collaborate with the selected consultant to assess current needs and evaluate existing facilities and <br />infrastructure within Lions Park. As part of the planning process, the consultant will be expected
