A 10-ft <br />small/dry utility easement is shown over Outlot G along the full length of the Linden Avenue <br />right-of-way as required. <br /> Outlot I contains public open space, wetlands and wetland buffers. A 10-ft small/dry utility <br />easement is required over Outlot I along the full length of the Linden Avenue right-of-way. <br /> Outlot K contains a public trail connection to the Santuary neighborhood, public open space, <br />wetlands and wetland buffers, and the Northern Gasmain Easement. The Preliminary <br />Plat/Plans must be revised to provide a 30-feet-wide trail easement over the public trail <br />connecting to the Sanctuary neighborhood, and a 10-ft small/dry utility easement along the <br />full length of the Linden Avenue right-of-way, and the cul-de-sac right-of-way. <br /> Revise the Preliminary Plat/Plans to provide drainage and utility easements over all wetlands <br />wetland buffers, drainage swales and storm sewer pipes in Outlots A, D, I, and K. <br />4. Outlots B, C, E, H, J and L are proposed as City owned and maintained. <br /> Outlots B, C, H, and L provide Stormwater Management BMPs to support the subdivision. The <br />Preliminary Plat should be revised to remove the drainage and utility easement over all of <br />each Outlot. An easement is not needed as the Outlot ownership will be dedicated to the City. <br /> Outlot C. Revise the Preliminary Plat/Plans for Outlot C to be City owned and maintained. <br /> Outlots E and J provide a public trail within the subdivision, connecting 50th Street to the <br />Santuary neighborhood and are centered within 30-ft-wide Outlots to be dedicated to the <br />City as part of the Plat. <br />5. Dedicated drainage and utility easements, minimum 10-feet wide, are required along all public <br />roadway frontage. All easement areas must be free from all encroachments other than those <br />approved by the City Engineer and upon execution of an easement encroachment agreement. <br />Prohibited encroachments include, but are not limited to trees, structures, landscaping, fences, <br />retaining walls, storm sewer running parallel with the easement, and stormwater BMPs. <br /> The Outlot G Retaining wall must be relocated to be outside of the public right-of-way and <br />10-ft. small/private utility corridor. The retaining wall shall be privately owned. <br />6. Written landowner permission must be submitted with the Final Plat application for any off-site <br />permanent and temporary construction easements required to implement the subdivision <br />improvements, including off-site improvements. <br /> <br />SITE PLANS, TRAFFIC AND ACCESS MANAGEMENT <br />1. Access Management: Primary access is proposed from 50th Street North. The access location <br />appears to meet the City’s Transportation Plan access spacing guidelines for Collector Roadways <br />(every 660 ft. to residential streets and commercial driveways) unless the adjacent westerly <br />property transitions to a commercial use. <br />2. Right-of-way Dedication along 50th Street north. The proposed Plat/Plans must show dedication <br />of sufficient R/W along 50th Street North to ensure 40-feet of right-of-way to the north of the <br />existing physical street centerline. Preliminary Plat/Plan revisions are necessary to meet this <br />minimum requirement. <br /> Right-of-way dedication along 50th Street north has been shown as required for the eastern <br />part of the subdivision. However, the portion of the subdivision to the west of 11658 50th <br />Street, the dedication of right-of-way must be revised. The Preliminary Plat must label and <br />identify the existing street centerline to facilitate further City review. <br />3. Turn Lane Improvements. <br /> A westbound right turn lane is shown along 50th Street as part of the subdivision <br />improvements as required. Turn lane lengths and tapers will be further reviewed as part of the <br />final construction plans.
