The applicant or developer shall enter into a separate grading agreement with the City <br />before starting any grading activity in advance of final plat/ PUD approval. The City <br />Engineer shall review any grading plan that is submitted in advance of a final plat or final <br />PUD, and said plan shall document the extent of any proposed grading on the site. <br /> <br />FISCAL IMPACT: <br />Approval of a Preliminary Plat and Preliminary PUD grant entitlements to a developer. Therefore, <br />there would be no fiscal impact to the City at this time. When the property begins to develop, it <br />will have municipal water service and will pay water connection charges, building permit fees, <br />and the like. <br /> <br /> <br />PUBLIC HEARING: <br />A public hearing was posted in the Stillwater Gazette on February 27th 2026 and a notice was <br />mailed to property owners within 500’ of the outermost property boundaries on February 23rd <br />2026. It was also added to the City’s Push Notification list on February 23rd 2026. At this time no <br />comments have been received. <br /> <br />RECOMMENDATION: <br />Based on the above review, City staff find the proposal to be generally in line with the City’s <br />adopted ordinances and policies. Staff is therefore recommending the Planning Commission <br />provide a recommendation to the City Council for conditional approval. <br /> <br />Example Motion: <br />“Move to recommend approval of the preliminary plat and PUD requested by Twin Cities <br />Land Development on the subject property based on the findings of fact and recommended <br />conditions of approval listed in the staff report.” <br /> <br />ATTACHMENTS: <br />1.
