Page 4 <br /> <br /> <br />a) Open space – The total preserved open space is over 50%. Requirement met at <br />~55.62% <br />b) Park land – a cash fee in lieu of land dedication with up to 25% trail credit is <br />suggested for this project. Requirement to be met. <br /> <br />Development Standards for OP PUDs. The following development standards are created for OP <br />PUDs by City Code Sec. 105.12.1060. For any standard not strictly met by the development, a <br />supermajority vote is required to approve the project: <br />a. Preserved Open Space Standards –A conservation easement shall be placed over the Open <br />Space areas to ensure permanent protection from development. After the area is graded and <br />restored and proposed vegetation is established, the HOA for this development would be <br />responsible for maintenance of the open space area, and yearly reporting to the City. If <br />additional management is identified as necessary, the HOA would be responsible. <br />Requirement met. <br />b. Septic Design Standards – The Applicant is proposing a community septic system. An <br />acceptable location was identified for the primary and secondary drain fields. Staff believe <br />that plans can be provided that will meet applicable requirements although the applicant is <br />still working through the details of the system. Requirement to be met. <br />c. Building Standards – The Applicant has submitted architectural guidelines for the site and <br />elevation renderings consistent with applicable City Code design requirements. They are <br />requesting PUD flexibility for garage frontage that exceeds 40% of the building facade. <br />HOA controls for architectural standards may be more restrictive than the City’s ordinance. <br />Deviation requested. <br />d. Landscaping Standards – A total of 10 trees per lot and one boulevard tree located every <br />50 feet is required. The Applicant is not requesting PUD flexibility for landscaping or tree <br />preservation. Plan revisions are required based on the City’s Landscape Architect memo. <br />Requirement to be met. <br />e. Impervious Surface Standards – The maximum impervious surface that is allowed per lot <br />in the development is 30% of the developable areas. The Applicant is proposing an <br />impervious coverage of up to 40% for the residential lots. If all residential lots are built to <br />40% coverage, the entire site would be approximately 19% impervious surface. Deviation <br />requested. <br />f. Trail and Sidewalk Standards – City Code requires bituminous trails and concrete <br />sidewalks to be established within the development. Trails must be equal to the centerline <br />length of all public roads in the development. The Applicant is proposing to meet the trail <br />requirements but requesting a PUD flexibility for an 8-foot wide bituminous sidewalk <br />along the road instead of a traditional sidewalk. Trails and sidewalks will be maintained by <br />the HOA. Deviation requested. <br /> <br />Subdivision Signs. Section 105.12.430 allows one (1) subdivision sign for this residential <br />development with a maximum sign area of 32 sq. ft. signage appears to conform to City <br />requirements. A condition of approval has been added that the signage is relocated and conforms <br />with City Code. <br /> <br />Lot Configuration. Of the 58 lots, nearly all have a backyard with a full view of the open space <br />area and accessibility to a sidewalk or trail. Staff finds the configuration of the lots to be consistent <br />with the intent of the OP PUD code.
