Engineer’s review memo. Additional information is required from the Applicant, and any public improvements <br />shall be consistent with the City Engineering Design Standards Manual. <br />Fire Chief Comments 5/12/2026: Provided standard comments regarding drive lanes, access points, signage, <br />hydrants, fire suppression, addressing, EMS systems, KNOX systems, and EV charging. <br />Landscape Architect Memo 5/7/2026 : Revisions are required to the landscape plan. Boulevard trees will be <br />provided with this application. As the single lots develop landscaping and screening will be required. <br />MN DNR 5/15/2026: Provided comments that the impervious surface limit is 30% and that commercial uses in <br />the shoreland districts of natural environment (NE) lakes require a conditional use permit. <br />City of Oakdale 5/7/2026: Provided comments that they would like to ensure a full access at the intersection of <br />9th Street and Inwood Avenue North on the Oakdale side. <br />Washington County: Provided comments that their plans have addressed their preliminary comments regarding <br />intersections in the memo dated November 10th, 2025, and they have no further comments at this time. <br />South Washington Watershed District: The applicant is in communication with the SWWD and seeking to <br />coordinate on permitting reviews and timelines as necessary. <br />City Attorney Review: The City Attorney will need to review the plat documents and title commitment. A plat <br />opinion is required prior to recording of the final plat. A condition has been added. <br />RECOMMENTED FINDINGS FOR APPROVAL: <br />Staff recommends approval of the Preliminary Plat based on the following findings: <br />1. That the Preliminary Plat would be consistent with the intent of the 2040 Lake Elmo Comprehensive <br />Plan and the 2040 Land Use Map for this area. <br />2. That the preliminary plat generally complies with the City’s Subdivision regulations and does not meet <br />the criteria for denial in Section 103.00.090 (d)(2). <br />3. That the preliminary plat complies with the City’s Zoning Code. <br />4. That the preliminary plat generally complies with the City’s design standards. <br /> <br />RECOMMENDED CONDITIONS OF APPROVAL: <br />Staff recommends approval of the Preliminary Plat and Planned Unit Development (PUD) with the following conditions: <br /> <br />1. Prior to the City finding any application for a final plat and final PUD complete, the applicant shall fully <br />address all comments in the following review memos to the satisfaction of the City: <br />a. City Engineer’s memo dated 5/18/2026 <br />b. City Landscape Architect’s memo dated 5/7/2026 <br />c. City Fire Chief’s memo dated 5/12/2026 <br />d. Washington County Memo Dated 11/10/2025 <br />2. The City Attorney shall issue a plat opinion certifying that the final plat, title evidence, and all <br />agreements and documents meet the requirements of the City Code and state statutes prior to the City <br />Council review or approval of the final plat. <br />3. The final plat shall include all necessary and additional public right-of-way and easements.
