STAFF REPORT <br />DATE: 06/16/2026 <br />Consent <br />TO: CITY COUNCIL <br />FROM: Adam Swanepoel – Assistant Public Works Director <br />AGENDA ITEM: Elmo’s Pup Park Parking Lot Improvement Project. <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance☒ <br />☐ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☒ Resilient Infrastructure <br />BACKGROUND: <br />On May 5, the City Council approved the plans and specifications for the paving and regrading of Elmo’s Pup <br />Park Parking Lot Improvement Project. The project area includes both the Public Works storage building parking <br />lot and the adjacent dog park parking lot. <br />The existing Public Works parking lot has exceeded its useful life and is in need of significant repairs. The current <br />dog park parking lot is unpaved, and the proposed improvements will provide a durable paved surface while also <br />improving drainage conditions in the area. These upgrades are expected to reduce maintenance needs, enhance <br />accessibility, and create a safer and more functional parking area for visitors and staff. <br />In addition to improvements to the parking facilities, the project also includes upgrades to a short section of trail <br />located within the dog park. The paving and regrading work is intended to improve site accessibility, enhance <br />drainage, and provide a safer and more durable surface for both vehicles and park users. These improvements <br />will help extend the life of the facilities while enhancing the overall functionality and appearance of the site. <br />ISSUE BEFORE COUNCIL: <br />Should Council award the contract for the paving the Elmo’s Pup Parking Lot project? <br />PROPOSAL DETAILS/ANALYSIS: <br />Bolten and Menk prepared the bids and specifications for the paving of the parking lot for the Public Works <br />storage building and dog park. Bids for the project were opened on June 2nd. Of the bids submitted, Miller <br />Excavating Inc. provided the lowest bid in the amount of $179,015.23. Bolten and Menk reviewed the bids and <br />made the recommendation that City Council award the contract to Miller Excavating, Inc. as outlined in the <br />attached letter. <br />FISCAL IMPACT:
