The townhome development is proposed on two vacant outlots that are <br />part of the Bridgewater Village subdivision which is bound by Stillwater Way, Stillwater Boulevard, and Manning <br />Avenue. The site’s gross area includes approximately 16 acres. The submittal includes 82 attached townhomes <br />that are rear loaded, with primary building entrances oriented to the surrounding public streets. The project <br />would be connected to city water and sewer services and contain private drives internal to the site with public <br />utilities within in easement corridors along the drives. <br />In 2024, after approval of the preliminary plat for Bridgewater Village, the City changed standards for the Village <br />Medium Density Residential zoning district to only allow 25% of attached townhomes or similar units. As the <br />Bridgewater Village development was platted with an entirely attached townhome project in mind, the <br />Developer has requested flexibility through a Planned Unit Development to achieve the development layout <br />originally envisioned in the Bridgewater Village plat. <br />ISSUE BEFORE COUNCIL: <br />The City Council should provide feedback regarding the concept plan and advise Pulte Homes on City <br />preferences. The following discussion is suggested by staff: <br />Should the City allow for 100% attached townhomes and private drives through a PUD in the proposed <br />Bridgewater Village Townhomes concept plan? <br />PROPOSAL DETAILS/ANALYSIS: <br />A high-level review of the proposal is found in this report.
