Parkland Dedication: <br />This development could contain 200 or more residents using Lake Elmo’s average household size. These <br />residents will need access to, and create a demand on, the City’s parks and trail system. Chapter 6 of the City’s <br />Comprehensive Plan contains guidelines on the City’s need for park land as it continues to develop. This project <br />is located in a search area for a community park, but is not large enough to provide land for one. Currently, the <br />developer is proposing no parks in the development and but is providing sufficient open space to meet City <br />requirements along with private amenities. Two Lake Elmo parks are just over a half mile from this site. The <br />Parks Commission will review this project at its regular meeting on June 15, 2026. <br />Entitlements Required: <br />Staff have reviewed the concept level plan against the adopted 2040 Comprehensive Plan and the City’s Zoning <br />standards. The following approvals will be required for this project to be permitted: <br />1. Planned Unit Development (PUD) – Provide flexibility to allow the developer to deviate from the City <br />Code requirements of the proposed base zoning districts, LDR & MDR. <br />2. Major Subdivision – Required for the purposes of necessary Right of Way and Easement dedications. <br />FISCAL IMPACT: <br />This development will connect to existing infrastructure and is planned at densities anticipated by the City. <br />Public and private infrastructure required to serve this project will be provided by the Applicant at their cost. <br />Development fees will be required with future applications. <br />OPTIONS: <br />Concept plan reviews are advisory and intended to provide nonbinding feedback to the Developer. <br />RECOMMENDATION: <br />The City Council is asked to discuss the project.
