Performance Standards: <br />Other than flexibilities 1-3 noted above, the proposed plans appear to comply with bulk standards listed in <br />section 105.12.790. <br />Section 105.12.820 (a)(3) contains specific standards for attached townhome units in the Village area. With the <br />exception of flexibility number 4, noted above, proposed plans are consistent with specific use-based standards. <br />Utilities: <br />The proposed project would be served with public utilities, with connections made to utility stubs planned with <br />the Bridgewater Village project. With private streets proposed, drainage and utility easement corridors will be <br />required over the private drives at the standard width of 65’ created with the Inwood Townhomes project. <br />Private utilities may not run within public utility easements and will be required to be planned with corridors <br />running elsewhere in the development. <br />Streets and Access: <br />As proposed, the private drives must be built and platted to the standard that the City has created for these <br />features. The City Engineering memo provides additional detail on this topic. <br />Access points where located with the Bridgewater Village development for the development of the subject <br />outlots (D & E). The Applicant is showing a plan that would remove one access from the east side of Linora Ave. <br />N. to Outlot D along with a relocated access on Upper 40th St. N. Additional coordination may be required on the <br />relocated access, as the public utilities run under the current access location. <br />Landscaping & Screening: <br />As proposed, the project plans indicate that the City’s tree planting requirements are met for disturbed acre and <br />street frontage trees. Street trees were planted along new public streets as part of the improvements in the first <br />phase of the Bridgewater Village Development. <br />At present, no street trees are found on the south side of Stillwater Way corridor abutting this site. The <br />development plans shall be revised to provide a continuous row of street trees along Stillwater way. Additional <br />coordination will likely be needed to ensure that street trees are planted outside of any drainage and utility <br />easements. <br />Christ Lutheran Cemetery <br />Cemeteries and other burial sites are protected under Minnesota State Statute Chapter 307. If grading activities <br />are to occur in close proximity to the Christ Lutheran Cemetery bordering the development site on the west, the <br />City may require an archaeological literature review on the likelihood that any remains are located within the <br />disturbance area. The City may also require archaeological observation of grading activities in close proximity to <br />the cemetery. <br />
