Municipal Sr. Project Manager <br />AGENDA ITEM: Approve the Revised Crosswalk Policy and 2026 Crosswalk Improvements <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☒ Managed Growth <br />☒ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☒ Resilient Infrastructure <br />BACKGROUND: <br />On December 3,2024,the City Council adopted a Pedestrian Crosswalk Policy to guide the City in determining <br />when to mark a crosswalk and when to leave a crosswalk unmarked. <br />In November 2025,staff received a constituent request to install marked crosswalks along 5th Street North, <br />between Inwood Avenue (CSAH 13)and Keats Avenue (CSAH 19).These intersections were reviewed by City staff <br />to determine where crosswalks should be marked along this corridor.From this review,two intersections were <br />identified that met the policy for crosswalk markings. <br />The intersection of 5th Street and Ivwood Circle meets the policy recommendations for a marked crosswalk since <br />the intersection is immediately adjacent to Ivywood Park,and the intersection of 5th Street and Julia Avenue <br />meets the policy recommendations for a marked crosswalk since the intersection is immediately adjacent to <br />Savona Park.As part of this review process,staff identified an additional intersection at Village Parkway and Lower <br />31st Street that is also immediately adjacent to a park (Northport HOA Park). <br />In response to constituent requests,the City retained SRF to provide crosswalk improvement recommendations <br />for the three intersections,including 5th Street and Ivywood Avenue,5th Street and Julia Avenue,and at Village <br />Parkway and Lower 31st Street.The scope of services is limited to the proposed layouts with estimated <br />implementation costs together with a review of the City Pedestrian Crosswalk Policy to better address enhanced <br />crosswalk treatments, specifically Rectangular Rapid Flashing Beacons (RRFB). <br />ISSUE BEFORE COUNCIL: <br />Should the City Council approve the Revised Crosswalk Policy and authorize engineering services to implement <br />the 2026 Crosswalk Improvements?
