PROPOSAL DETAILS/ANALYSIS: <br />SRF has completed the preliminary review of the requested intersections.Preliminary layouts include <br />recommendations for signage,pavement markings and pedestrian ramp improvements for ADA compliance. <br />Enhanced treatments were also evaluated,and in some cases recommended,such as raised median extensions, <br />curb extensions, turn lane elimination, and RRFBs. <br />Through the evaluation process,revisions to the Pedestrian Crosswalk Policy were also prepared to better address <br />warrants for RRFB installation. <br />FISCAL IMPACT: <br />The Total Estimated Project Cost for the proposed 2026 Crosswalk Improvements is $140,000,including $65,000 <br />at the intersection of 5th Street and Ivy Avenue,$50,000 at the intersection of 5th Street and Julia Avenue,and <br />$25,000 at the intersection of Village Parkway and Lower 31st Street.As a constituent driven request in late 2025, <br />these improvements were not programmed in the 2026 CIP or Budget. <br />Should the City Council decide to move forward with the improvements,staff should be directed to review and <br />make recommendations regarding available funding sources and alternatives,including whether to construct the <br />improvements in 2026 or 2027. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the Revised Crosswalk Policy and authorize engineering services <br />to implement the 2026 Crosswalk Improvements as recommended.The recommended motion for the action is as <br />follows: <br />“Move to approve the Lake Elmo Crosswalk Policy -Revised June 2026.” <br />and <br />“Move to authorize design and construction phase engineering services for the 2026 Crosswalk <br />Improvements, including Option 1 for Village Parkway and Lower 31st Street, in the estimated amount <br />of $18,000.” <br />ATTACHMENTS: <br />Lake Elmo Crosswalk Policy -Revised June 2026 <br />2026 Crosswalk Improvements -Location Maps <br />Proposed 2026 Crosswalk Improvements
