minimizing new access locations and reducing/consolidating existing access <br />points, protecting and improving intersection functional and sight distance <br />areas, and proper design of driveways and intersections. The creation of a new <br />driveway/lot will create a safety concern and add to congestion on Lake Elmo <br />Avenue by adding an access point to Lake Elmo Avenue in a location that has <br />reduced visibility dues to an incline in the roadway. <br />CONCLUSIONS AND DECISION <br />Based on the foregoing, the Applicants' application for a Variance is denied. <br />Passed and duly adopted this 3rd day of April 2012 by the City Council of the City of Lake Elmo, <br />Minnesota. <br />Dean A.
