STATE OF MINNESOTA <br />COUNTY OF WASHINGTON <br />CITY OF LAKE ELMO <br />Resolution No. 2014-93 <br />A RESOLUTION APPROVING THE INWOOD PROJECT ENVIRONMENTAL <br />ASSESSMENT WORKSHEET (EAW) AND FINDING NO NEED FOR AN <br />ENVIRONMENTAL IMPACT STATEMENT (EIS) <br />WHEREAS, the City of Lake Elmo is a municipal corporation organized and existing <br />under the laws of the State of Minnesota; and <br />WHEREAS, under Minnesota Rules Part 4410.1100 Subp 6. (EAW Decision) the City <br />of Lake Elmo ordered the preparation of an EAW for the InWood PUD Mixed -Use Development <br />Project. <br />WHEREAS, on August 19, 2014, an EAW was completed for the InWood Project, <br />which will be located on approximately 157 acres of primarily agricultural land in the <br />southwestern portion of Lake Elmo. The project is proposing 275 single-family lots, 264 multi- <br />family units, and 90,870 square feet of commercial space; and <br />WHEREAS, beginning on September 8, 2014, copies of the EAW were distributed to all <br />persons and agencies on the official Environmental Quality Board (EQB) mailing list and other <br />interested parties; and <br />WHEREAS, on September 29, 2014, the EAW was publicly noticed in the EQB <br />Monitor, commencing the 30 -day public comment period; and <br />WHEREAS, the 30 -day comment period ended on October 29, 2014 at 4:30 p.m., and <br />WHEREAS, the City of Lake Elmo accepted and responded to all written comments <br />received. <br />NOW, THEREFORE, based on the testimony elicited and information received, the <br />City Council makes the following: <br />FINDINGS <br />1) The EAW was prepared, published, and distributed in compliance with the procedures of <br />the Minnesota Environmental Policy Act and Minnesota Rules, Parts 4410.1000 to <br />4410.1700 (1997). <br />
