2) The EAW, combined with the supplemental information contained in the Response to <br />Comments, satisfactorily addressed all the issues raised and comments received for which <br />existing information could have been reasonably obtained, and further investigation is <br />therefore not required. <br />3) Based on the criteria established in Minnesota Rules Part 4410.1700, the project does not <br />have the potential for significant environmental effects. <br />4) City of Lake Elmo makes a "Negative Declaration" on the need for an EIS. <br />5) The City of Lake Elmo City Council adopts a "Negative Declaration". <br />6) An EIS is not required, and <br />7) The City of Lake Elmo shall maintain a Record of Decision, including the Response to <br />Comments on the EAW, and will notify in writing, within five days, all persons on the <br />EAW distribution list, all persons who commented in writing during the 30 -day comment <br />period, and any other person upon written request.
