Council Member Reeves seconded the motion. MOTION <br />PASSED 3-0. <br />ITEM 10: ACCESSORY 2013 INTERNAL LOAN REPAYMENT; RES. NO. 2014-17 <br />Finance Director Bendel provided an overview of the $200,000 internal loan repayment from the Village <br />Fund to the General Fund. <br />MOTION: Council Member Reeves moved TO APPROVE RESOLUTION NO. 2014-17, APPROVING <br />AN INTERNAL LOAN FUND REPAYMENT, FROM THE VILLAGE FUND TO THE GENERAL <br />FUND IN THE AMOUNT OF $200,000 EFFECTIVE DECEMBER 31, 2013. Council Member Bloyer <br />seconded the motion. MOTION PASSED 3-0. <br />ITEM 11: 39TH STREET NORTH: STREET AND SANITARY SEWER IMPROVEMENTS -ACCEPT PETITION AND AUTHORIZE FEASIBILITY REPORT; RES. NO. 2014-18 <br />City Engineer Griffin provided overview of the proposed project. It was noted that the City has heard <br />from 3 of the 5 property owners with interests in affected parcels. It was pointed out that if the project is <br />not completed, the city will be liable for the feasibility study costs with no way to recoup. Owners have <br />voiced desire to have the city contribute because the street is a higher used MSA road. Mr. Griffin <br />explained the project schedule. It is aggressive due to the timing of some of the steps required through the <br />429 petition process. A public hearing would be required if not 100% petition. <br />Council Member Reeves asked about the amount at risk and the amount owners desire the City to <br />contribute. The amount at risk is $9,400 for the feasibility study. An actual contribution amount has not <br />been specified. Possible ranges of 10-30% have been discussed. <br />MOTION: Council Member Reeves moved TO APPROVE RESOLUTION NO. 2014-18, DECLARING <br />ADEQUACY OF PETITION AND ORDERING PREPARATION OF FEASIBILITY REPORT FOR <br />THE 39TH STREET NORTH: STREET AND SANITARY SEWER IMPROVEMENTS, IN A NOT TO <br />EXCEED AMOUNT OF $9,400. Council Member Bloyer seconded the motion. MOTION PASSED 3-0. <br />NEW BUSINESS: <br />ITEM 12: DOWNTOWN LAKE ELMO MARKET AREA PROFILE <br />Community Development Director Klatt provided overview of the study. The study will involve local <br />business owners and officials and give the city a market profile for the downtown. Anticipated staff time <br />involvement is unknown, but it is believed to be beneficial to staff. Council consensus is positive that the <br />business owners are being involved.
