Encroachment Agreement – 10938 57th Street N <br />6. Library Board Appointment – Margo Sieleni <br />MOTION: Council Member Reeves moved TO APPROVE THE OTHER CONSENT AGENDA AS <br />AMENDED. Mayor Pearson seconded the motion. MOTION PASSED 4-0. <br />ITEM 8: LIBRARY BOARD APPOINTMENT – MARGO SIELENI <br />It was explained that Mayor Pearson appointed Ms. Sieleni during his report last meeting, but Clerk Bell <br />prefers to have a formal vote with background documentation included for record purposes. Council Member <br />Bloyer thanked Ms. Sieleni <br />MOTION: Council Member Bloyer moved TO APPOINT MARGO SIELENI TO THE LAKE ELMO <br />LIBRARY BOARD. Council Member Nelson seconded the motion. MOTION PASSED 4-0. <br />REGULAR AGENDA <br />ITEM 9: SAVONA SUBDIVISION CONDITIONAL USE PERMIT; RES. NO. 2014-66 <br />Community Development Director Klatt provided summary explaining the reason for the CUP application. <br />Townhome units on a private street require a CUP, which the part of the next phase of Savona will include. <br />The requirement is to make sure that the City’s needs are met in regards to the private street. The area that is <br />involved was explained. <br />MOTION: Council Member Reeves moved TO ADOPT RESOLUTION NO. 2014-66, APPROVING A <br />CONDITIONAL USE PERMIT TO ALLOW FOR THE CONSTRUCTION OF SINGLE <br />FAMILY ATTACHED DWELLINGS WITHIN THE SAVONA SUBDIVISION THAT DO NOT <br />HAVE FRONTAGE ON A PUBLIC STREET. Council Member Nelson seconded the motion. MOTION <br />PASSED 4-0. <br />ITEM 11: APPROVE PROPOSED GENERAL LEVY AND PROPOSED 2015 BUDGET; RES. <br />NO. 2014-67 <br />Finance Director Bendel presented the proposed 2015 budget. <br />Council Member Bloyer left at 7:30 pm. <br />The general fund budget was explained. It was noted that the street maintenance expenses were now a <br />permanent line item in budget. Ms. Bendel explained that the tax levy is staying level and the rate is actually <br />decreasing. <br />Ms. Bendel summarized the library fund. The end year cash reserves were explained. <br />Council Member Bloyer returned at 7:34 pm. <br />Council Member Reeves asked about part-time staffing at library for 2014. There was none in 2014, but it is <br />budgeted in 2015. <br />Mayor Pearson asked about Sanctuary neighborhood road. City Administrator Zuleger explained the steps <br />that the City has taken. The road needs to be approved by MnDOT. It is believed that the developer funds <br />are available to pay for some of it. <br />Ms. Bendel read letter from Roger Johnson requesting city contribution of minimum of $20k for invasive <br />species management on Olson/Demontreville Lakes. Council Member Bloyer noted that the previous June
