LAKE ELMO CITY COUNCIL MINUTES APRIL 21, 2015 <br />Page 4 of 5 <br /> <br />MOTION: Council Member bloyer_ moved TO ADOPT RESOLUTION 2015-47, APPROVING THE DEVELOPER’S AGREEMENT FOR THE VILLAGE PRESERVE RESIDENTIAL <br />SUBDIVISION with 5 model homes. Mayor Pearson seconded the motion. <br />Smith prefers six model homes for diversity. Bloyer okay with it. <br />… <br />Smith prefers park funds instead of reid park expansion. Fliflet agrees. Klatt explained that because that area was planned for natural preservation in the AUAR, it will need to be addressed later. <br />The locking of WAC/SAC was discussed. The reduction of security was discussed. Griffin explained that <br />Fliflet amend not locking rates/lundgren 2nd 3-2 (pearson/bloyer no) <br />The Reid Park dedication/expansion in lieu of funds was discussed. <br />The preliminary plat included the Reid park expansion/dedication. It was explained that changing it now <br />would be very difficult. <br />AMENDED MOTION PASSED 5-0. <br />Recessed at 10:47pm <br />Bloyer moved to table item 11 to a meeting at an earlier time/Pearson 2nd. It was explained that the City can reverse the moratorium at any time <br />prior to the 12 month expiration. <br />The impact on commercial development was discussed. The need for the moratorium was discussed. Staff explained the concerns about imposing additional PUD requirements. <br />The potential MetCo reaction was discussed… <br />How many homes <br />Staff is directed to … get the number of <br />ITEM 12: CONSOLIDATION OF TAXPAYER RELATIONS COORDINATOR / ADMIN ASSISTANT INTO ONE POSITION – COMMUNICATIONS COORDINATOR <br /> <br />MOTION: Council Member Lundgren moved TO MOVE TO CONSOLIDATE THE RECEPTIONIST AND TAXPAYER RELATIONS COORDINATOR INTO ONE NEW POSITION ENTITLED <br />COMMUNICATIONS COORDINATOR ASSUMING/REALIGNING 70% OF THE PREVIOUS RESPONSIBILITIES AND TRANSITIONING 30% OF THE REMAINING ACROSS FIVE <br />OTHER POSITIONS THUS SAVING $59,955.27. THE CITY COUNCIL GRANTS THE CITY <br />ADMINISTRATOR/CITY CLERK TO BEGIN TO RECRUIT THE POSITION AT AN ANNUAL SALARY OF $38,000 PLUS BENEFITS.
