She was concerned about city-wide changes that affected more than property owners. <br />Fliflet concerned about traffic and the lack of shoulder on 50th. Smith asked about a stop light at 50th and Hwy 5. Griffin explained the long-term plans. … fliflet reported that wayne sandberg said the light is on the 2016 priority list. <br />Smith supports the idea, but not on this property. Loves everything about it, but Pearson wants to table it … wants more information and <br />Jill agrees that she would like more info. She <br />Fliflet wished… bloyer <br /> <br />MOTION: Mayor Pearson moved TO adopt. Council Member bloyer? seconded the motion. <br />Lundgren agrees that this is a great way of keeping rural character. She loves the idea. <br />The rural character of Lake Elmo was discussed. <br />Fliflet moved to table the motion. Staff bring back #parcels this would apply to. (3-2 smith/bloyer no) <br />Smith voted no so that the neighbors would not be left in limbo. <br />Snyder advised council to follow notice guidelines in considering notice requirements. <br />Meeting recessed at 9:14pm. Reconvened at 9:20pm?? <br />ITEM 8: APPROVE MS4 ANNUAL REPORT AND HOLD PUBLIC MEETING <br />Assistant City Engineer Stempski presented the 2014 MS4 report. The program goal of reducing phosphorus was explained and discussed. <br />MOTION: Council Member smith_ moved TO Accept Council Member lundgren_ seconded the motion. <br />Dave Moore concerned about <br />MOTION PASSED 5-0 <br />ITEM 9: EAGLE POINT BOULEVARD STREET IMPROVEMENTS – APPROVE PLANS AND SPECIFICATIONS; AUTHORIZE AD FOR BIDS; RESOLUTION NO. 2015-46 <br />Assistant City Engineer Stempski provided update on the street improvement project. <br /> <br />MOTION: Council Member _bloyer moved TO APPROVE RESOLUTION NO. 2015-46, APPROVING <br />THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS <br />FOR THE EAGLE POINT BOULEVARD STREET AND UTILITY IMPROVEMENTS. Council Member lundgren_seconded the motion. <br />MOTION PASSED 5-0. <br />ITEM 10: VILLAGE PRESERVE DEVELOPERS AGREEMENT; RESOLUTION NO. 2015-47 Klatt .. 5 model homes. <br />There are 46 homes single family lots 91 total. It was explained that the individual development plans in Section 7 will address the improvement details from Section 8. The Reduction Security drawdown was <br />explained and discussed. Some of the Council was not comfortable with deviating from the standard <br />development agreement. The history of the creation of the agreements was described. <br />Locking the WACs and SACs was discussed. In most cases the fees would go up, but staff expects the fees to <br />possibly go down. This would actually benefit the city. <br />The Reid park land dedication was explained. <br />
