Motion withdrawn. <br /> <br />Councilmember Smith, seconded by Councilmember Bloyer, moved to amend the primary <br />motion to limit the cost to $113,000. Motion withdrawn. <br /> <br />Primary motion passed 3 – 2. (Pearson, Bloyer – nay). Councilmember Bloyer stated he <br />could not support the project without hard numbers and given his concerns about the cost to <br />residents for other projects currently under construction. Mayor Pearson expressed concerns <br />over cost of maintenance and cost of improvements when similar features were removed from <br />the downtown plan. <br /> <br />ITEM 26: Clarification on Zoning Code Amendment for Rural Districts <br /> <br />Planning Director Wensman reviewed the staff memo explaining the need to review the motion <br />made at the December 15, 2015 Council meeting regarding Article IX, Section 154.401 of the <br />zoning code. Councilmember Fliflet added that the intent of her motion in December was to <br />remove the newly created permitted uses, not to disallow renewal of the existing uses. <br /> <br />Councilmember Fliflet, seconded by Councilmember Smith, moved TO RESCIND THE <br />MOTION MADE AT THE DECEMBER 15, 2015 COUNCIL MEETING AND TO AMEND <br />THE EXISTING ARTICLE IX TO REVERT TO LAND USES IN 2013 PER THE TABLE <br />IDENTIFIED IN THE STAFF REPORT. Motion passed 3 – 2. (Pearson, Bloyer – nay) <br /> <br />ITEM 27: Shared Services and Fire Department Staffing <br /> <br />Administrator Handt requested direction from the Council prior to spending a large amount of <br />staff time exploring options. <br /> <br />Councilmember Smith, seconded by Councilmember Fliflet, moved TO DIRECT STAFF TO <br />RESEARCH SHARED SERVICES OR OTHER AGREEMENTS AND STAFFING <br />OPTIONS FOR THE FIRE DEPARTMENT. <br /> <br />Mayor Pearson, seconded by Councilmember Bloyer, moved TO AMEND THE PRIMARY <br />MOTION TO ADD A REPORT BACK TO THE CITY COUNCIL AFTER TWO COUNCIL <br />MEETINGS. Motion failed 2 – 3. (Fliflet, Lundgren, Smith – nay) <br /> <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO AMEND THE <br />PRIMARY MOTION TO ADD THAT INFORMATION WILL BE SHA RED AT A CITY <br />COUNCIL WORKSHOP TO INCLUDE THE PUBLIC SAFETY COMMITTEE AND FIRE <br />DEPARTMENT PERSONNEL. Motion passed 5 – 0. <br /> <br />Primary motion passed 5 – 0.
