MINUTES APPROVED AS AMENDED JULY 5, 2011 <br />LAKE ELMO CITY COUNCIL MINUTES JUNE 21, 2011 3 <br />Downtown District Sidewalk Maintenance Project – Authorize Preparation of Plans and <br />Specifications and Obtain Contractor Quotes <br /> <br />Council Member Pearson questioned the cost of the project and whether or not special <br />assessment could be levied. <br /> <br />Discussion ensued regarding the sidewalk repair as a safety and liability issue, and the <br />approach to this project as maintenance versus a new or reconstruction project to be <br />assessed.. <br /> <br />City Engineer Griffin informed the Council that it’s been practice for the County to be <br />responsible for 50% of the construction and engineering costs of the project. <br /> <br />MOTION: Council Member Pearson moved to Authorize TKDA to prepare plans and <br />specifications and obtain contractor quotes for the Downtown District Sidewalk <br />Maintenance Project in an amount not to exceed $6,400 with a reimbursement of 50% <br />($3,200) from Washington County. Council Member Park seconded the motion. Motion <br />passed 4.0. <br /> <br />Recruitment for Appointments to Planning Commission: Ordinance Revision and <br />Appointments <br /> <br />The City Council was requested to consider either Ordinance No. 08-046, reducing the <br />Planning Commission to seven (7) voting members and two (2) alternate members or <br />appoint the current two alternate members to vacant positions and direct City staff to <br />solicit potential new alternate members for future Council Considerations. <br /> <br />MOTION: Council Member Smith moved to approve Ordinance No. 08-046, reducing <br />the Composition of the Planning Commission to seven (7) voting members and (2) <br />alternates. Council Member Pearson seconded the motion. The motion passed 4-0. <br /> <br />Southern Lake Elmo – Process, Goals and Vision, Review of draft policy document <br />concerning the vision and goals for the I-94 planning committee <br /> <br />The City Council was asked to review and provide preliminary feedback on a drafted <br />Vision Statement and Goals for the Southern Lake Elmo area. Staff expects to utilize the <br />Vision Statement and accompanying goals in planning for this area. <br /> <br />Kelli Matzek, Planner, presented a brief update on the meetings and progress held to- <br />date. <br /> <br />The City Council directed the workgroup to draft language to encourage and incentivize a <br />plan to work with businesses to want to come to Lake Elmo. <br /> <br /> <br />
