LAKE ELMO CITY COUNCIL MINUTES APRIL 20, 2010 2 <br />REGULAR AGENDA <br /> <br />Promotion of Andrea Friedrich and Tom Steinman from probation member to Firefighter <br />Chief Malmquist requested the City Council approve the promotion of two probationary <br />members to Firefighters. <br /> <br />MOTION: Council Member DeLapp moved to promote probationary members Andrea <br />Friedrich and Tom Steinman from probation to Firefighter status. Council Member <br />Smith seconded the motion. The motion passed 4-0. <br /> <br />Presentation of CSAH13 (Ideal Ave./Olson Lake Trail) – Driver feedback sign and <br />roadway study <br /> <br />Joe Gustafson, Washington County Traffic Engineer, provided a presentation on the <br />Driver Feedback sign and Roadway Study for CSAH 13 (Ideal Avenue/Olson Lake Trail) <br />completed by Washington County. <br /> <br />Bob VanZandt, 8110 Hidden Bay Trail and Tri-Lakes Assoc. member, stated he thought <br />more than 3,000 cars a day travelled on this road with PINS and Target located off of <br />Highway 5. He pointed out how homeowners are unsafe when backing out of their <br />driveways because of the speed of the travelling cars. He said trying to turn south the <br />cars coming up hill don’t know you are pulling out. <br /> <br />The Council asked the City Administrator to prepare a resolution requesting a speed <br />study with the support of the City of Oakdale and request the temporary speed sign move <br />south and in place at the time of the study. <br /> <br />Eder’s Century Pines preliminary and final plat: Resolution No. 2010-014 <br /> <br />The City Council is being asked to review a preliminary and final plat for a subdivision to <br />be called Eder’s Century Pines on Keats Avenue. Staff has found that the subdivision <br />complies with all applicable zoning and subdivision requirements, and is recommending <br />approval of both the preliminary plat and final plat as submitted. <br /> <br />MOTION: Mayor Johnston moved to adopt Resolution No. 2010-014 approving a <br />Preliminary and Final Plat for Eder’s Century Pines subject to the conditions outlined in <br />the staff report. Council Member Park seconded the motion. The motion passed 4-0. <br /> <br />Approval of proposed encroachment easement agreements <br /> <br />The City Council is being asked to authorize the execution of four easement <br />encroachment agreements allowing residents to construct improvements (in these case <br />fences) within drainage and utility easements on private property. <br /> <br />
