LAKE ELMO CITY COUNCIL MINUTES MAY 4, 2010 2 <br /> Authorize the Mayor and Administrator to enter into a temporary On-Call <br />Building Inspection Services agreement for May-June 2010, from either City of <br />Bayport or Woodbury, based upon best capacity fit for the City’s overall <br />inspection needs <br /> Approve Resolution No. 2010-019 accepting the bids, awarding a contract to the <br />lowest bidder, Pearson Bros. Inc. for their base bid of $177,614.65, and approval <br />of Change order No. 1 which removed 42nd Street from the project for a reduced <br />total contract amount of $168,365.57 for the 2010 Seal Coat Project per the <br />Engineer’s letter of recommendation. <br /> <br />Keats Avenue Street and Watermain Improvements <br />Keats Avenue is scheduled to be improved in the 2011 construction season. The <br />installation of a trunk watermain along Keats Avenue is seen as a critical loop connection <br />in the water system, to be considered in conjunction with the planned street <br />improvements. To provide an engineering recommendation of street and watermain <br />improvements, and whether these improvements will be better completed together or <br />separately, a geotechnical evaluation (soil borings) should be obtained so as to determine <br />the subsurface condition of the roadway. <br /> <br />MOTION: Council Member DeLapp moved to authorize American Engineering Testing, <br />Inc. to perform geotechnical services for the Keats Avenue Street and watermain <br />improvements in the amount of $7,700.00, Resolution No. 2010-020. Council Member <br />Smith seconded the motion. The motion passed 5-0. <br /> <br />Street Capital Improvement Program - Authorization to conduct the annual pavement and <br />management street rating services <br /> <br />As part of the City’s Street C.I.P., the street inventory and condition assessment data <br />needs to be updated and maintained. The data is important in that it is one of the <br />underlying factors supporting the recommendations of the annual street maintenance and <br />reconstruction program. To maintain the data, the best practice is to re-rate 25% of the <br />street and roadway network each year. <br /> <br />MOTION: Council Member DeLapp moved to authorize TKDA to complete an update of <br />street ratings for 25% of the street network in the amount of $5,700.00. Council Member <br />Smith seconded the motion. The motion passed 5-0. <br /> <br />Resolution of Concurrence with South Washington Watershed District Petition for a <br />Boundary Change <br /> <br />Bruce Messelt, City Administrator, reported the SWWD boundary change petition <br />requests transfer of territory from the Valley Branch Watershed District, which was <br />formerly governed by the Lower St. Croix WMO. Upon dissolution of the Lower St. <br />Croix WMO, a dispute ensued over which entity or entities should govern its territory. <br />
