LAKE ELMO CITY COUNCIL MINUTES MAY 4, 2010 3 <br />MOTION: Council Member Emmons moved to approve Resolution No. 2010-021 <br />providing concurrence by the City of Lake Elmo with the proposed boundary changes to <br />the South Washington Watershed District and express concern about representation for <br />Lake Elmo on the SWWD Board. Council Member Smith seconded the motion. The <br />motion passed 5-0. <br /> <br />Comprehensive Pan Amendment for Senior Living and Farm School <br />Kyle Klatt, Planning Director, reported the City Council is asked to review and act upon <br />a proposed Comprehensive Plan Amendment, requested by Tammy Malmquist, 8549 <br />Ironwood Trail North. If there is affirmative action by the City Council, forthcoming will <br />be separate requests for Map Amendments, an OP Open Space Preservation Concept <br />plan, and a Planned Unit Development concept plan. These actions will allow <br />establishment of a 40-unit senior living multi-family building, 10 townhouse units, and a <br />farm-themed preschool on a 30.9 acre parcel at 9434 Stillwater Blvd, N. <br /> <br />MOTION: Council Member DeLapp moved to table this item for two weeks and for <br />more information. Council Member Emmons seconded the motion. The motion failed 2- <br />3 (Mayor Johnston, Council Member Park and Smith voting against the motion.) <br /> <br />Discussion ensued by the City Council. Residents were given an opportunity to speak. A <br />verbatim record is available from the City Clerk. <br /> <br />The following residents spoke in favor of the Comprehensive Plan Amendment proposed <br />by Tammy Malmquist: <br /> <br />Milt Klohn, 8716 Ironwood Trail <br />Gisela Lee, 3084 Layton Ct. <br />Alan Kupferschmidt, 2769 Legion Avenue N. <br />Kim Lipman, 8249 Deer Pond Ct. N. <br />Pat Weyandt, 8772 Ironwood Trail N. <br />Rita Conlin, 8560 Ironwood Trail N. <br /> <br />The following residents spoke against the Comprehensive Plan Amendment proposed by <br />Tammy Malmquist: <br /> <br />Todd Williams, 3025 Lake Elmo Avenue N. <br />Ann Bucheck, 2310 Legion Avenue <br />Deb Krueger, 4452 Lake Elmo Avenue N. <br /> <br />Council Member Emmons indicated he had questions that have not been answered and <br />wanted more time to work with Planning staff and the City Administrator. <br /> <br />MOTION: Mayor Johnston moved to delay this agenda item until the May 18, 2010 City <br />Council meeting in order for the City Administrator and Planning Staff to discuss <br />concerns with Council Member Emmons. Council Member Emmons second the motion. <br />The motion passed 3-2 (Council Members Park and Smith voted against.)
