LAKE ELMO CITY COUNCIL JUNE 15, 2010 2 <br />REGULAR AGENDA: <br /> <br />Huff’n Puff Proclamation: <br />Mayor Johnston proclaimed August 12th to 15th, 2010 as the official City celebration for <br />2010 and urged all citizens of our community to give full regard to the past continuing <br />services for the Lake Elmo Jaycees. <br /> <br />Presentation and Acceptance of the 2009 Audit and Financial Report <br /> <br />Steve McDonald, Abdo, Eick & Meyer, provided the 2009 Year End Financial Report <br />and answered City Council questions. <br /> <br />MOTION: Council Member DeLapp moved to accept the 2009 Year End Financial <br />Report. Council Member Smith seconded the motion. The motion passed 4-0. <br /> <br />Rosalie Wahl Library - Resolution <br /> <br />Mayor Johnston asked that this item be added to the Council agenda in order to allow the <br />City Council to act upon concern regarding Washington County Library operation of the <br />Rosalie E. Wahl Branch Library in Lake Elmo. <br /> <br />The City staff has met with Washington County and Washington County Library officials <br />in February and April, 2010 to review the decision of rejecting consideration of shifting <br />library hours at the library from Monday to Saturday. The Washington County Library <br />Board has given strong indication through its Administration that the library is likely to <br />suffer additional service cutbacks and/or closure due to current budgetary and service <br />consideration. <br /> <br />Council Member Smith noted that the City of Lake Elmo’s preference is to not sever its <br />relationship with the Washington County Library System, nor to box them in a corner. <br />However, the City of Lake Elmo wants to reasonably address ways to retain library <br />services as it pursues its vision for both the current and future downtown. <br /> <br />MOTION: Mayor Johnston moved to adopt Resolution No. 2010-030, A resolution <br />calling for preservation and enhancement of library services within the city and <br />community of Lake Elmo. Council Member DeLapp seconded the motion. The motion <br />passed 4-0. <br /> <br />Municipal State Aid Revision – Resolution Nos. 2010-028, 2010-029 <br /> <br />Jack Griffin, City Engineer requested the Council consider system revisions to the City’s <br />Municipal State Aid System (MSAS). The proposed changes, shown on page 3 of the <br />City Engineer’s report, have been reviewed with the staff of the Mn/DOT State Aid <br />office. <br /> <br />
