Discussion regarding Washington County SSTS Ordinance <br />Chris LeClair, Washington County Public Health Dept, provided a presentation regarding <br />the Subsurface Sewage Treatment System (SSTS) regulations recently adopted by <br />Washington County. <br />In accordance with Minnesota statutes, the City must adopt an ordinance that, at a <br />minimum, is as strict as the new County ordinance within one year from the date of <br />County approval. In. this case, the City must revise its regulations to either match or <br />exceed the County's regulations by September 23, 2010, or will otherwise be required to <br />abide by the Coun.ty's ordinance. <br />The Council consensus was to adopt action 4-2 Washington County SSTS ordinance by <br />reference ---any future revisions by the County would not require adoption by the City. <br />The Council asked staff to proceed in discussions with representatives from Washington <br />County Public Health Dept. on fees f or County inspections and septic reporting. <br />Proposed Stay in Establishment of a Memorial Public Library System: Resolution No. <br />2010-041 <br />This item was scheduled at the request of Administrator Messelt and City Attorney <br />Snyder in order to update the Council on efforts to retain and enhance library services for <br />the Lake Elmo community. The City Administrator and City Attorney formally met with <br />County officials on two different occasions, and have continued to research and discuss <br />applicable legal, operational and financial implications with various representatives from. <br />the County, as well as state and regional library authorities. <br />An article from the Star and Tribune on what's going on in Hugo providing library <br />services in a kiosk located at the Hugo City Hall. <br />Administrator Messelt reported the Washington County Board has finished its budget <br />review process and recommend a balanced budget :funding for nine libraries (4 boutique <br />libraries.) There was no talk about closing any libraries this year. They will be looking <br />into changes in service pattern assessments of core services and new service models. <br />MOTION: Mayor Johnston moved to approve Resolution No. 2010-041, staying <br />establishment of'a public Library System, authorizing a Library Levy, and establishing a <br />Public Library Board.for the City of Lake Elmo.
