LAKE ELMO CITY COUNCIL MINUTES December 14, 2010 1 <br />MINUTES APPROVED: January 4, 2011 <br />City of Lake Elmo <br />City Council Minutes <br /> <br />December 14, 2010 <br /> <br /> <br />Mayor Johnston called the meeting to order at 7:00 p.m. <br /> <br />PRESENT: Mayor Johnston and Council Members DeLapp, Emmons <br />Absent: Council Members Park and Smith <br /> <br />Also Present: Administrator Messelt, City Engineers Griffin, Attorney Snyder, Planning <br />Director Klatt, Finance Director Bouthilet, and City Clerk Lumby <br /> <br />APPROVAL OF AGENDA: <br /> <br />MOTION: Council Member DeLapp moved to approve the December 14, 2010 City <br />Council agenda, as amended (Add: Approval of Lake Elmo Wine Co. Liquor License). <br />Council Member Emmons seconded the motion. The motion passed 3-0. <br /> <br />ACCEPTED MINUTES: None <br /> <br />PUBLIC COMMENTS/INQUIRIES: <br /> <br />Bill Wicker, 3663 Laverne Avenue N., commended Council Member DeLapp on his <br />service to the City. He asked that the Council keep an open mind to recreational event <br />proposals that may come into the City. <br /> <br />CONSENT AGENDA: <br />MOTION: Council Member DeLapp moved to approve Items 2, 4 5 on the Consent <br />Agenda. Council Member Emmons seconded the motion. The motion passed 3-0 . <br /> <br /> Approve payment of disbursements and payroll in the amount of $53,708.43 <br /> Approve Capital Fund Reserves be utilized for an amount not to exceed $10,000 <br />for the Keats Avenue Welcome Monument, as presented. <br /> Approve the Lake Elmo Wine Company Liquor License for 2011 <br /> <br />REGULAR AGENDA: <br /> <br />D&T Trucking Terminal Interim use Permit Renewal – 11530 Hudson Boulevard <br /> <br />Terry Emerson of EN Properties, applicant for the renewal of an Interim use Permit <br />related to the D&T Trucking truck terminal facility located at 11540 Hudson Boulevard <br />request a 5-year renewal because he has a signed lease with D&T Trucking for five years. <br />Kyle Klatt, Planning Director, reported at its December 13th meeting the Planning
