LAKE ELMO CITY COUNCIL MINUTES December 14, 2010 2 <br />Commission recommended approval of the Interim Use Permit/Consent Agreement for a <br />4-year time period with a 2-year review and notification of the neighbors. <br /> <br />The Council didn’t find any compelling reasons to change the IUP time period. <br /> <br />MOTION: Council Member DeLapp moved to adopt Resolution No. 2010-074 granting <br />a renewal for an interim Use Permit to allow a bus/truck terminal at 11530 Hudson <br />Boulevard and approving a revised consent agreement for the interim use renewal time <br />period of 2-years. Council Member Emmons seconded the motion. The motion passed 3- <br />0. <br /> <br />Discussion of Administrative Items (City Contract Renewals, Council Retreat, 2011 <br />Opportunity Budget) <br /> <br />Administrator Messelt gave a presentation on key administrative planning considerations <br />and asked for Council direction on how to proceed. <br /> <br />The following are some of the key Administrative items for Council direction: <br /> <br /> Designation of Interim “Agent of Record” for Health Care Representatives <br />1-year contract with Financial Concepts. Bid in 2011 to 2012 <br /> <br /> Review of Procedures and Calendar for Renewal of City Contracts <br />City Attorney and Engineer contract rebid in 2011 for 2012. <br />Xcel (ROW) – Franchise Agreement vs. ordinance. Mayor, City Administrator <br />and City Attorney will come back to the Council in January with options <br /> <br />MOTION: Council Member DeLapp moved to direct staff to draft in policy format, write <br />memo on franchise agreement vs. fees for a formal proposal for Council approval. <br />Council Member Emmons seconded the motion. The motion passed 3-0. <br /> <br /> Setting of preliminary dates for City Council Retreat and Strategic Planning <br />Session <br />Consider 4th week of January for retreat. Proposals will be sent out by City <br />Administrator <br /> <br /> Discussion of 2011 “Opportunity Budget” Priorities <br />Linear parkway on Hudson Blvd. – can use park funds <br />Replacement of financials, permit software in order to take on-line payments <br />Employee Health Care – 19% increase. Place 2% cost of living towards health <br />care. <br />Street Sealcoating - $25,000 short in budget <br />Regional Development - $5,000 <br />Special Events Policy and Community Events Policy - City Administrator and <br />City Attorney will write policy <br />
