LAKE ELMO CITY COUNCIL MINUTES JUNE 16, 2009 4 <br />Assistant City Engineer, Ryan Stempski presented the outline and highlighted key items <br />found in this ordinance. Kyle Klatt, Planning Director, identified outdated Code sections <br />related to storm water that will be replaced. <br /> <br />Attorney Snyder suggested the following wording be added to section: Post <br />implementation requirements: The City reserves the right to impose supplemental or <br />additional conditions or requirements to prevent erosion or undersized runoff. <br /> <br />MOTION: Council Member Smith moved to adopt Ordinance No. 08-016, an ordinance <br />adopting regulations to govern storm water and erosion and sediment control in the City <br />of Lake Elmo as amended by wording submitted by Attorney Snyder. Mayor Johnston <br />seconded the motion. The motion passed 4-0. <br /> <br />MOTION: Council Member Smith moved to approve Resolution No. 2009-029 <br />authorizing publication of Ordinance No. 08-016 by title and summary. Mayor Johnston <br />seconded the motion. The motion passed 4-0. <br /> <br />Appointment to Parks Commission and Planning Commission <br /> <br />Sharon Lumby, City Clerk, reported Marty Dobbs, 4240 Ivy Court N. has applied and <br />been interviewed for membership on the parks commission. Staff will advertise to fill the <br />two vacancies on the parks commission. <br /> <br />MOTION: Council Member DeLapp moved to appoint Marty Dobbs, 4240 Ivy Court N., <br />to a 3-year term on the Parks Commission. Council Member Smith seconded the motion. <br />The motion passed 4-0. <br /> <br />Sharon Lumby, City Clerk, reported with Todd Ptacek’s resignation, there is one vacancy <br />on the Planning Commission. Todd Williams and Larry Green’s applications are on file <br />and both applicants have been interviewed. Tom Bidon, First Alternate, would be moved <br />to finish Todd Ptacek’s term which expires on December 31, 2011 and Steve Britz would <br />be moved to the First Alternate position. <br /> <br />MOTION: Mayor Johnston moved to appoint Todd Williams to the Second Alternate <br />position on the Planning Commission. Council Member DeLapp seconded the motion. <br />The motion passed 4-0. <br /> <br />Appointment to Metro Cities Policy Committee <br /> <br />Mayor Johnston reported while it is common for council members and staff to participate <br />by signing up for a committee voluntarily, the Council also wanted to give interested <br />residents an opportunity to participate. For persons who are not members of the Council <br />or staff, Metro Cities would like to have the Council approve their participation. <br /> <br /> <br />
